The State Legislatures

The State Senates

While the Republicans were given control of the Governors and all other major statewide offices except Attorney General, the state legislatures remained in the hands of the Democrats. Mirroring the divide between the executive and legislative on the national level, but with the parties reversed, it is clear that the voters are unwilling to give either party a clear mandate to govern the country or, with a few exceptions, even the states.

The Democrats won 658 State Senate seats to the Republicans 547 and Independents 2. The Democrats won 54.5% of the State Senate races. The bad news is that 422 of the 1,207 State Senate races were unopposed. The 35% unopposed rate, about the same for both parties, is an increase of almost 2% from the 33.27% unopposed in 1994.

So, just as the number of unopposed House of Representative candidates increased from 11% to 21%; the unopposed State Senate candidates increased to over . Hawaii (80%), Rhode Island (70%), Arizona (66%), Massachusetts (65%), Florida (65%), Idaho (62%), Texas (62%), Arkansas (61%), Indiana (56%), Montana (53%) and Tennessee (52%) were all states with more than half of the State Senate running unopposed. Michigan was the only state where every State Senate seat was contested by both parties.

Even in the face of the Republican's 1994 landslide, the Democrats managed to win a majority of 51.9% of the State Senate Seats. This is because almost 40% of the winning Democratic candidates were unopposed in 1994, compared to only 26% of the winning Republicans. This gave the Democrats a 92 seat lead, meaning that the Republicans would have had to win over 55.7% of the contested seats in order to win a majority in the State Senates. The 92 vote margin dropped to 36 in the 1998 elections.

The State Representatives

The situation with the State Representatives is similar to the State Senators. The Democrats won 52.4% of the State Representative seats, to keep control of a majority of the almost 5,000 state representatives who were elected in 1998. The number and percentage of unopposed State Representatives, at 42.09%, was even higher than the State Senators, and an almost 5% increase over the 37.3% who ran unopposed in 1994.

The states where a majority of the state representatives ran unopposed are: South Carolina (71%), Massachusetts (71%), Rhode Island (68%), Texas (64%), Tennessee (63%), Delaware (60%), Idaho (60%), Georgia (58%), Florida (58%), New Mexico (55%) Minnesota (54%), Arkansas (53%), Kentucky (50%) and Illinois (50%).

On the other end of the scale, the states with highest number of contested races are: Michigan (99.1%), Hawaii (98.1%), California (92.5%) and Ohio (89.9%). From there, the number of unopposed jumps to over 20%, with the unopposed in the remaining 26 states coming between 1/5th and 1/2.

In 1994, the Democrats had just barely managed to retain a 50.5% majority in the state representative races, in spite of starting with a 274 seat head start among unopposed. Here again, the Republicans would have had to have won 54.5% of the seats to win a majority. The fact that they came so close shows they were winning close to 54% of the contested seats, but because of the number of unopposed, the Republicans still failed to win an absolute majority of the State Representatives.

It is also interesting to note that, by and large, the states with the highest number of unopposed representatives are also the states with the lowest turnout, that use the death penalty most often, and that are supplying us with our national leaders. Texas, which gave us George Bush and now his sons, had 40% of the House of Representative seats unopposed, 62% of the State Senate and 64% of the State Representatives unopposed. Florida, with almost 80% of the U.S. Representatives running unopposed, had 65% of the State Senate and 58% of the State House of Representatives running unopposed. So, it's not surprising to find that the Governors of Texas and Florida are the Bush Brothers, sons of a former President and grandsons of a former Senator. Does this sound like democracy, or a dictatorship like China, the Democratic Republic of Congo, Iran and Iraq, which along with the United States, carried out 80% of the death penalty executions in the world last year.

Arkansas and Tennessee, which gave us President Bill Clinton and Vice-President Al Gore, also have a majority of the United States Representatives, State Senators and State Representatives running unopposed. Are our national leaders coming from states with limited democracy because they are the only ones who can devote the time necessary to campaign nationally, because there is no real political opposition at home so they don't have to stay home and do the work necessary for governing? When legislators are unopposed, it's all back room deals and trade-offs. Convincing the voters, a time consuming and difficult process, isn't necessary.

In these four states: Texas, Florida, Arkansas and Tennessee, an absolute majority of the voters had only one choice on the ballot for the U.S. House of Representatives and their state legislatures. When I was in school this was called the dictatorship of a one party state and billions of tax dollars were spent to defend ourselves from countries where voters had no choice in elections.

Also, the United States executes juvenile offenders (they can get the death penalty, but aren't allowed on the streets after 11 p.m.) right along with those other democracies: Iran, Nigeria, Pakistan, Saudi Arabia, and Yemen.
