The Vote for the House of Representatives - 94 unopposed in '98

The 65,556,069 people who cast ballots for the House of Representatives in 1998 reflect a decline of 5,463,082 from the 71,019,151 who swept the Republicans to power for the first time in 40 years back in 1994.

This absolute 7.69% decline, more than double the decline in turnout overall and in the vote for Governors, can be explained by the increase in the number of unopposed candidates seeking House seats. More than 21%, or 94 out of the 435 major party house candidates had no major party opponent in the November election. This figure is up from 47, or less than 11% in 1994. Exactly half the states had at least one candidate who ran without a major party opponent.

The Democrats conceded a 16 vote majority to the Republicans before the first ballot was cast. This means that the Democrats had to win 52.5% of the contested seats in order to have a one seat majority in the House. Similarly, the Republicans only needed to win less than 48% to stay in control.

So it is not surprising to find that the Republicans, who fielded 16 more candidates than the Democrats, received more votes. The Republican candidates got 32,169,697 compared to the Democrats 31,269,095 while independents received 2,117,277. In the House races, neither the Republicans nor the Democrats received a majority of the votes. The Republicans received just a shade over 49% of the vote while the Democrats received 47.6%.

In 1994, the Republicans received 52.3% of the vote. So, after losing 5,037,382 votes in four years, they rush to impeach the President before people have a chance to notice that the voters withdrew support from the Republicans in the recent elections. And the Democrats lost almost a million votes, too. Only the independents gained over half a million votes. But so what. When you're running without a major party opponent, and you know the newspapers and broadcasters won't give coverage to the independent candidates on the ballot, who cares what the voters think?

In the final result, the Republicans lost 7 seats and the Democrats gained 7. The 1998 House had 224 Republicans facing 211 Democrats, compared to the Republican landslide year of 1994 when the Republicans had 231 and the Democrats (including one independent) had 204.

In my opinion, if the Democrats had fielded a full slate of candidates, they would have won back control of the House of Representatives. Even if they had fielded a full slate in Illinois alone, they probably could have saved Carol Mosley-Braun and won the Governor's race.

The Democrats conceded the Republicans a 2 seat majority in Illinois alone. Three Republicans ran unopposed compared to only one Democrat. In 1994, the Democratic candidates received 165,259 votes in the three seats which were unopposed in 1998. By comparison, the Republican candidate only got 24,011 in 1994. So, the net effect of the unopposed candidates in Illinois was that the Democrats threw away 141,248 votes they had in 1994. The turnout in Illinois declined by 322,251. Now, compare these numbers with the 98,545 votes by which Mosley-Braun lost the Senate race, or the 119,903 by which Poshard lost the Governor's race.

Nationally, the increase in unopposed candidates can be clearly shown to be the cause of declining vote totals. In 1994, 7% of the voters didn't cast ballots for the House of Representatives. In 1998, that percentage rose to 11%. In states where all races are contested, the top of the ticket usually runs 1% to 2% behind the total turnout. The House race, which is normally 3rd behind Governor and Senator, usually runs 3% behind.

House races, however, were important in 1998. In the 20 states with no unopposed House candidates that had House and other statewide races, the turnout in the House was highest in Alaska and Ohio, ahead of Senator and Governor, which is almost unprecedented. This is especially impressive in Ohio, the only major state with no unopposed House candidates. In Ohio, the Governor was running for the Senate and another generation of the famous Taft family was winning the Governor's race.

In 4 states the House race received more votes than the Senate race: Idaho, Kansas, New Hampshire and Vermont. So, in more than 1/4 of the states which ran full slates for all offices, the House race was unusually important. There is no reason to assume that the same pattern would not have held if full slates of House candidates had been run by both parties in the 25 states where some ran unopposed.

So, assuming that in normally contested races 3% of the voters don't cast ballots for the House of Representatives, the fall-off of 5,455,979 votes in 1994 was 3 million more than should have been expected. Each unopposed seat in 1994 cost an extra 67,000 votes. In 1998, with the lower turnout, an extra 6 million voters didn't cast ballots in the House races. This comes to an extra 63,000 votes which were not cast for each unopposed House candidate.

So, the evidence is clear. If you want people not to vote, don't have contested races. The absence of contested races reduces the choices people have. With fewer choices, less people vote. Those who do vote have less of a chance of expressing themselves, and less choices makes it more difficult to make changes.

Term limits are meaningless if the races are uncontested. There is an old adage in politics which says there are no reformers, only insurgents. Term limits just increase the power of the parties and the press at the expense of the office holders and voters. People should ask themselves, every time there is a problem that government fails to solve (like corruption in elections), why the solution always involves depriving honest people of another right? Term limits and campaign contribution limits only increases the power of party bosses (whose terms are not limited) and the media (who are unrestricted as to how much coverage they can give, or not give, to any candidate) to control government and politics.

The House of Representatives results show clearly that the United States is not a democracy, it is governed by a Two Party System.
